I don't think those words "in the name of the Lord Jesus" are actually in the original text of Acts 9. Probably another example of Translators Licence?
But to speak in the name of someone means to speak on behalf of them with their consent and delegated authority. All the OT prophets including the Messiah spoke on behalf of God with His full authority.
The Messiah however was also the last OT prophet.

This means that Peter was acting on Jesus' behalf by the authority given to him?

Yes your conclusion is correct. The Apostles were given that authority by the Messiah himself.
There is unfortunately much error in the whole of Christianity and much in the way of misunderstanding. And no, there's no magic in the ways of God, all the examples of miraculous occurrences in the NT were specific to that particular church age which lasted for just 40 years.
Anyway, I'm pleased you've found this site as IMO you can't find more truth anywhere else. No one will ever be 100% correct however and you still need to ask God to show and reveal to you His truth.

Well no I don't, you are correct. I believe that this authority was only given to the original Apostles and to those whom they appointed to carry out various functions by the laying on of hands during the time of the "church" (ekklesia) age which I believe ended in 70AD.
